"HFS" Medical Division administers the new All Kids program. Illinois is the first state in the nation to guarantee access to affordable health insurance for all uninsured children. The FamilyCare program expanded income levels, in January 2006, making an additional 56,000 parents eligible for health insurance. The Illinois Healthy Women program offers family planning and other health services to nearly 207,000 Illinois women. In all, nearly 2,321,000 Illinoisans receive healthcare coverage or pharmacy benefits through HFS’ medical programs.
Child Support Enforcement began many innovative programs over the past three years to improve collections. As a result, Illinois was awarded a Commissioner's Award of Excellence
for High Performance by the federal Office of Child Support Enforcement
in 2007.
Successful initiatives include: the Deadbeat Parents Web site, the New Hire Web site, passport denial, asset seizure, interception of state and federal income tax refunds, suspension or revocation of professional and occupational licenses. In July 2007, the department announced the third consecutive year of
record-breaking collections at $1.22 billion.
